The War Within introduced two gear upgrade items currencies: Valorstones and Harbinger Crests. These can be traded at the item upgraders NPCs Cuzolth and Vaskarn.
Each item upgrade can be upgraded to its maximum level only once for a slot. After that, upgrades to that slot will be less costly. The pity system, introduced with The War Within, also reduces the extreme variance of upgrades.

As opposed to enchantments that can be incorporated into any item upgrading, upgrades are attached to specific items and can only be applied to those items.
